In a new released report about the ongoing genocide in the Gaza Strip, “The Wall Street Journal” said that Israel proposes to establish refugee camps on the outskirts of the Gaza Strip, as part of a plan to evacuate the residents of Rafah ahead of a large-scale military operation in the area.

Quoting Egyptian officials, the newspaper said that the Israeli occupation proposed establishing 15 refugee camps, each containing 25,000 tents and field hospitals, in the southwest of the Gaza Strip, under Egyptian supervision.

The plan will be funded by Saudi Arabia

The Israeli proposal stipulated that the establishment of the camps be funded by the United States in cooperation with Gulf countries, mainly Saudi Arabia.

None of the Egyptian officials commented on the Israeli allegations, but Egypt warned Israel against putting pressure on the Palestinians to force their evacuation behind the Rafah crossing in Egypt, which threatens the 1979 peace treaty between Egypt and Israel.

The newspaper further noted that the United States has grown concerned about the situation in Palestine, given the damage to its reputation that the increasing humanitarian losses and the ruling by the International Court of Justice against Israel’s campaign of genocide have caused to the world community.

The newspaper added that Israel needs to create a comprehensive and well-defined plan for the relocation of Palestinians, since Egypt is only interested in making sure that they do not end up in Sinai.

According to the Lebanese newspaper Al-Akhbar, Israel’s plan is predicated on a few things:

1. The Israeli occupation, Egypt, Jordan, and the United Arab Emirates (UAE) should finalize a political-security agreement and decide on the establishment, funding, and administration of the new camps. The US should reimburse Egypt for its outlays in this regard.

  2. Only the western parts of the Gaza Strip and the coastal strip between the Sheikh Ajlin area (south of Gaza City to the north) and the Al-Mawasi area (southwest of the Strip) should serve as the gathering places for the displaced.

3. Egypt agreed to create a new point in an open area northwest of Khan Yunis, but the Israeli occupation said it would not permit the construction of camps in the northern areas.

4. Reaching a consensus on the identification of 12 to 15 gathering places, or “camp villages,” the largest of which are located in two locations: one in the southern Al-Mawasi region and the other in Sharm Park, which is close to the Strip’s center.

5. Approximately one million Palestinians will live in these camps.

6. All of Gaza’s northern region, extending eastward from the Sheikh Ajlin neighborhood to the area north of Wadi Gaza, will be cut off from humanitarian assistance, and locals will have to relocate to camp sites in order to receive assistance.

7- Israel will shut down all border crossings on the Egyptian side, including those at Rafah and Kerem Shalom. Trucks from Egypt or Jordan may enter the Strip through the crossings at its eastern border, as long as the movement path is restricted to a single line that enters from the Strip’s center. Next, it will be dispersed along Al-Rashid Street, also known as the Sea Road.

8- The countries wishing to provide aid agree to deposit their resources under the supervision of the Jordanian and Egyptian governments, on the condition that the United Arab Emirates builds a floating port across from “Sharm Park” where aid can be landed and dispersed, subject to an advance inspection by the occupation.

9- With funding from the US and Saudi Arabia, the Egyptian government will build water supply centers, camps, and makeshift sanitary facilities.

10. Egypt will set up field clinics, and it will continue to decide, in consultation with the occupation forces, whether to evacuate the injured outside of the Gaza Strip. Without moving the injured to Iran, Syria, or even Lebanon, Cairo provides lists of those who must leave the Gaza Strip, including civilians and injured people, to the Israeli side for approval or disapproval.
